Frame Relay Service is a data communications interface standard for wideband packet-switching. It provides the transmission of variable-length packets across a virtual digital private network. The packets can access the network at speeds of 56 Kbps up to 1.544 Mbps. WilTel's Frame Relay Service operates within WilTel's Data Concourse, WilTel's broadband network platform which accommodates frame relay and ATM, and, in the future, will also provide internetworking between the two. WilTel was the carrier to offer a public frame relay service, introduced in March 1991.

PVCs provide logical connectivity between port connections. Each PVC
is assigned a CIR (Commited Information Rate) in increments of 16 Kbps
(up to 64 Kbps) and 64 Kbps (up to 1.024 Mbps).
